The challenges of a swamp did not stop the Allco team from completing the new Port Arthur Water Treatment plant. The 10acres desginated for the construction site was under four feet of water and environmental sludge, so the first project task was assigned to Allco’s Civil Division. The water and sludge was excavated down to sea level and then the site was filled and compacted with appropriate material to ten feet above sea level prior to construction of the treatment plant and facilities. The new treatment plant allowed Port Arthur to support a capacity of 20 MGD and store an additional 2MG for their growing community.
